Guidelines

LICENSE

For Learner License

one has to apply before the Licencing Authority along with the following documents

1.   Application in Form No.2.
2.   Medical Certificate in Form No. 1-A.
3.   Three copies of Passport photographs.
4.   Fees specified rule-81.
5.   Proof of age & address.

For Permanent Driving License

one has to apply before the licencing Authority along with the following documents:

1.   Application in Form No. 4.
2.   Learner License.
3.   Three copies of passport photographs.
4.   Driving Certificate in form-5 issued by approved Training School (Compulsory for Transport Vehicle License)
5.   Fees as specified in Rule-81.

For the Renewal of Driving License

one has to apply to the Licensing Authority along with the following documents:

1.   Application in Form.9.
2.   Permanent Driving License.
3.   Medical Certificate in Form 1-A.
4.   Three copies of passport photographs.
5.   Fees as specified in rule-81.

REGISTRATION

Registration of vehicles:

For the Registration of the vehicle one has to apply to the Registering Authority
with in seven days of purchase along with the following documents.

1. Application in form-20
2. Sale certificate in form-21
3. Form 22 issued by Dealer
4. Valid insurance certificate
5. Proof of Address
6. Temporary registration, if any
7. Form-A under Taxation Act, 1997
8. Fees Specified in Rule 81
9. Passport size photograph
10.In case of imported vehicle, Custom clearance certificate along with the license and bond

For Renewal of RC:

The application has to be submitted along with the following documents.

1. Form 25
2. Registration certificate
3. Insurance certificate
4. Pollution Under Control certificate
5. Fees payment receipt
6. Proof of address

For Duplicate RC:

The application has to be submitted along with the following documents.

1. Form 26
2. Insurance certificate
3. Fees payment receipt
4. Copy of FIR
5. Affidavit stating that RC is lost and has not been impounded

For Transfer of the Ownership of Motor vehicle:

The application has to be submitted along with the following documents.

1. Form 29 and 30
2. Registration certificate
3. Insurance certificate
4. N.O.C. of the vehicle, if registered outside Uttarakhand
5. Fees as specified in Rule-81
6. Passport size photograph of Purchaser and Seller
7. Tax clearance certificate

Transfer of Ownership in case of Death of Owner:

The application has to be submitted along with the following documents.

1. Form 31
2. Death certificate in relation to the registered owner
3. Certificate of the registration and the insurance
4. Proof of succession
5. Passport size photograph

Vehicle purchase in Public Auction:

The application has to be submitted along with the following documents.

1. Form 32
2. Certificate of registration and insurance
3. Certificate of order confirming the sale of vehicle in his favour by the person
authorised to conduct the auction
4. Certified copy of the order of the government authorising the auction of the vehicle
5. Fees specified in Rule-81
6. Passport size photograph of purchaser

For grant of No Objection certificate:

The grant of NOC, one has to apply with the following documents.

1. Form 28 in triplicate
2. Registration certificate
3. Insurance certificate
4. Tax clearance certificate
5. Pollution Undr Control certificate
6. Fees payment receipt

For change of address in RC:

The application has to be submitted along with the following documents.

1. Form 33
2. Insurance certificate
3. Registration certificate
4. Pollution Under Control certificate
5. Fees payment receipt
6. Proof of address

For Renewal of Fitness Certificate of Vehicle:

The application has to be submitted along with the following documents.

1. Registration certificate
2. Valid Insurance certificate
3. Valid Pollution Under Control certificate
4. Proof of Valid Motor Vehicle Tax
5. Copy of Valid Permit / Authorization
6. Letter of Fitment of Speed Limiting Device (SLD) (if applicable)
7. Fees payment receipt

PERMIT

For grant of All India Permit:

The application has to be submitted along with the following documents.

1. Form 45
2. Rs 200/- Court Fees
3. 2 copy of Passport size photograph of Applicant
4. Affidavit on Stamp Paper
5. No Objection Certificate issued by concerning registering authority
6. Proof of address

For grant of Contract Carriage Permit:

The application has to be submitted along with the following documents.

1. Form SR-21
2. Rs 200/- Court Fees
3. 2 copy of Passport size photograph of Applicant
4. Affidavit on Stamp Paper
5. No Objection Certificate issued by concerning registering authority
6. Proof of address

For grant of Stage Carriage Permit:

The application has to be submitted along with the following documents.

1. Form SR-26
2. Rs 200/- Court Fees
3. 2 copy of Passport size photograph of Applicant
4. Affidavit on Stamp Paper
5. No Objection Certificate issued by concerning registering authority
6. Proof of address

For grant of Private Service Vehicle Permit:

The application has to be submitted along with the following documents.

1. Form SR-23
2. Rs 200/- Court Fees
3. 2 copy of Passport size photograph of Applicant
4. Affidavit on Stamp Paper
5. No Objection Certificate issued by concerning registering authority
6. Proof of address

For grant of Temporary Permit:

The application has to be submitted along with the following documents.

For grant of Authorization in case of All India Permit:

The application has to be submitted along with the following documents.

1. Form 46
2. Rs 200/- Court Fees
3. 2 copy of Passport size photograph of Applicant
4. Affidavit on Stamp Paper
5. No Objection Certificate issued by concerning registering authority
6. Proof of address

For grant of Goods Permit (State)

The application has to be submitted along with the following documents.

1. Form SR-22
2. Rs 100/- Court Fees
3. Affidavit on Stamp Paper
4. No Objection Certificate issued by concerning registering authority
5. ID Proof
6. 2 copy of Passport size photograph of Applicant

For grant of Goods Permit (National Permit)

The application has to be submitted along with the following documents.

1. Form 48 & Form 46
2. Rs 200/- Court Fees
3. Affidavit on Stamp Paper
4. No Objection Certificate issued by concerning registering authority
5. ID Proof
6. 2 copy of Passport size photograph of Applicant.
