    Setting up of a Pollution Checking Center


    Rules/Instructions for setting up the Pollution Checking Center in Uttarakhand

    An authorized garage/workshop, a petroleum company, a petrol pump, a voluntary organization, or an individual in the following format can make application:-

    Application & Forms to be attached with the application:-

    1. A written application shall be given in Form SR-48.
    2. Form SR-49 (A) (Operator details)
    3. Details of the area (sq. ft.) of the building where the pollution plant is installed.
    4. Building map (blueprint) certified/approved by a registered architect.
    5. Proof of electricity connection in the building. (Electricity bill, etc.)
    6. Proof of ownership of the building, if the building is on rent, then lease deed (notarized)
    7. Invoice/Bill regarding the purchase of a pollution checking machine.
    8. Calibration report of pollution testing machine. (Pollution testing plant should be recognized by an approved prototype agency/institution under Rule 126 of the Central Motor Vehicle Rules, 1989) (List of approved pollution testing plants can be found on ARAI, Pune’s website or click here )
    9. Certificate of installation of the pollution testing machine installed in the center.
    10. List of equipment for repairing vehicles emitting pollution above the standard level.
    11. Computer, printer, web camera and internet connection

     

    Security:-

    Original copy of security (NSC or fixed deposit certificate in bank) of Rs. 25000 mortgaged in the name of Transport Commissioner, Uttarakhand.

     

    Application Fee:-

    Fee for issuing/renewing Authorisation Letter-

    1. For motor vehicles driven by petrol (in Rs.)           –              4,000
    2. For motor vehicles driven by diesel (in Rs.)           –              4,000
    3. For both Petrol/Diesel motor vehicles (in Rs.)       –              8,000

     

    Validity:-

    The duration of the authorization letter will be 05 years from the date of issue, and its renewal will be for a period of 05 years. For renewal of the authorization letter, an online application will be submitted at least 60 days before its expiry date.

     

    Fee for issuing “Pollution is under control” certificate:-

    1. A Maximum of Rs. 100 shall be charged from the vehicle owner by the concerned specialized agency for issuing “Pollution under Control” certificate.
    2. Form for “Pollution is under control” certificate will be made available to the concerned institution from the Regional/Sub-Regional Transport Office on deposit of Rs. 30 per form in advance.

    Note:- At the time of online application, the applicant should select the office in whose jurisdiction the applicant’s center is located.

    Site Verification/RTO Verification:-

    On completion of the application form, the concerned site is inspected by a joint team of ARTO/RI (Technical) of the concerned subdivision. Thereafter, verification/recommendation is done by the concerned RTO.

     

    Action on received applications:-

    1. Only online applications will be accepted for opening pollution testing centres.
    2. After receipt of online application and uploading of all the required documents by the applicant, the concerned Regional / Sub-Regional Transport Officer will get the site verification and RTO verification done at their own level within 15 working days at the latest and will upload the recommendation on the online PUC portal (https://vahan.parivahan.gov.in/puc).
    3. Along with the verification, the applicant will also have to deposit the application fee of Rs 4000.00 for the pollution testing centre of the relevant category (petrol or diesel) in the concerned divisional/sub-divisional transport office.
    4. The original documents will also be submitted by the applicant to the concerned transport office.
    5. After completion of the file as above, the file along with the original records will be kept safe in the Divisional Transport Office for future reference.
    6. The approval process will be done online based on the recommendation received in the software at the Regional Transport Office level. After approval, the authority letter of the concerned institution will be issued after by taking an online print out and duly signing from the Regional Transport Officer.
    7. After the completion of the authorization letter related proceedings, the applicant apply online for the “PUC Certificates”. On the basis of the said application, there is a provision for paying an advance fee of Rs. 30.00 per certificate and the said fee will also be deposited in the concerned Regional/Sub-Regional Transport Office.
